Table 14 in the Census Summary is looking at Attendance Data for 4 year old students.
If you look at the title of the Table you will see it relates to student ages on a specific date: 31st August.
You can verify the number of students aged 4 years on that date by going to Reporting > Reports > Student (tab) >Student Ages
