COVID-19 - FSM Eligibility (temporary extension criteria)

In addition to the usual FSM eligibility criteria (found here), where parents/carers apply through their Local Authority for support, the DfE has recognised the need to apply temporary extensions to speed up the process for new claimants during school closure.

During the COVID-19 outbreak, they are temporarily extending FSM eligibility to include some groups who have no access to public funds including:

  • children of Zambrano carers
  • children of families with no recourse to public funds with a right to remain in the UK on grounds of private and family life under Article 8 of the European Convention on Human Rights
  • children of families receiving support under Section 17 of the Children Act 1989 who are also subject to a no recourse to public funds restriction

These groups are also subject to a maximum household earnings threshold of £7,400 per annum.

The DfE is also temporarily extending FSM eligibility to children of a subset of failed asylum seekers supported under Section 4 of the Immigration and Asylum Act 1999.

This group is not subject to any maximum household earnings threshold.

This extension is temporarily in place due to the current unique circumstances. It covers both children who are attending school and children who are at home.

To record this information on ScholarPack, on the student profile Extended Tab, under Further Information, click on Manage to set up the FSM start date.


Select Add to enter a new period of FSM eligibility and this window pops up:


Enter a Start Date by clicking on the calendar to select the date, and at the dropdown for Eligible for temporary Free School Meals choose the criteria this is based on. Click Submit to save the information. 

At the top of the student's Extended Tab, under COVID-19 Information, you will now find it reads Yes to Temporary Free School Meals during COVID-19.


This can be reported on in the COVID-19 Report (at Reporting > Reports > Students (tab)/COVID-19 Report).



An extra column has also been added to the FSM report (at Reporting > Reports >Student (tab)/ Free School Meals).
