You can search for all students who have 100% and no lates by running the 'Percentage Attendance Between' report.
Go go; Reporting> Reports> Attendance.
Set the attendance between options to 100% and 100% and click choose.
This will now show you all the students with 100%.
This also includes a column for Lates - In the blank white row below the header type 0.0 and click enter on your keyboard - this will now be all students with 100% and 0 lates.
