In Admin > Census > Workforce Census - click onto Occasional Teachers, this error would indicate that a figure above 40 may have been entered by mistake in the number of Qualified Teachers box. In here you can edit the amount and update at the bottom. If this is the correct figure then you can annotate the reason for this when uploading your Census.
